I annex for your information
copies of draft Hong Kong Civil Affairs Policy Directives on (a) Social Welfare Policy and (b) Labour Policy.
2. We should be grateful if you will advise on these directives and in particular on the following points:-
(1)
Social Welfare, para.6 has the memorandum on modern conceptions of penal administration now being issued to colonial Governments, and can a short reference be quoted in place of the present wording?
(2)
Social Welfare, Clause III, Social Security. Can you give the reference to the Colonial Office memorandum?
3.
Mr. Gent asks whether, in
Major Orde Brown's absence, you can add to the Labour Policy Directive a very brief indication of what other legislation should be introduced or mentioned in the Hong Kong Directive; for example, mention Trade Unions, Workmen's Compensation, Minimum Wage,
Industrial Disputes, Legislation? and should any reference be made to International Labour Conventions.
